On Friday, far-right Argentine President Javier Milei granted the Retiro bus terminal in concession to a private consortium.

Located in Buenos Aires, this terminal is the largest in the South American country and receives an average of 11 million passengers per year.
Through a decree, Milei declared “of public interest” an initiative presented by a group of companies for the bus terminal’s “comprehensive renovation” and called for a bidding process to grant the concession.
Since 1993, the terminal had been operated by the company TEBA under a concession contract that was initially set to expire in 2005 and was later renewed until 2015.
Between 2015 and 2020, the Retiro terminal operated with the contract expired, and in 2020 authorities granted a new extension.

“Since then, operations have been sustained under precarious and temporary conditions, without an updated contractual framework. This scheme led to a progressive deterioration of the service and repeated operational problems, reflected in infrastructure deficiencies, maintenance shortcomings, inadequate safety conditions and an overall deficient user experience,” the Transportation Secretariat said.
The Retiro terminal’s renovation project was presented by the companies Inverlat Investments, Service Trade, Inversiones Period and BV Investment.
“The concession will have a term of 30 years. During that period, the concessionaire will assume the full investment and operation of the system, receiving revenue derived from its operation, and must pay a monthly fee to the national government,” the Transportation Secretariat said.
Between 10 million and 12 million passengers pass through the Retiro terminal each year, with peaks of up to 2 million per month, and more than 300,000 bus services operate there annually, connecting the city of Buenos Aires with the entire Argentine territory and neighboring countries.
